Terrifying bodycam footage shows woman screaming in pain as cop who boasted ‘I violate every policy’ brutally breaks her arm

A woman’s arm was snapped by a police officer who previously boasted ‘I violate every policy’, according to a lawsuit.

Kathleen Keitz said she had been sitting inside her car outside a store in Covington, Kentucky, last year after receiving news that her boyfriend was cheating on her.

Things went from bad to worse for Keitz when police arrived responding to a report that she was suicidal.

Officer Douglas Ullrich, whose bodycam captured the interaction, tapped on the window and ordered her to get out of the car so they could search it for weapons.

The 34-year-old woman explained that she was fine and asked that they leave her alone, but officer Ullrich insisted and said: ‘If you don’t step out, I am going to pull you out of the car, and I really don’t want to do that.’

Keitz exited the truck quickly, provoking officer Ullrich and his colleague to grab her wrists and restrain her.

‘I’m just trying to take control of you because you’re acting crazy,’ Ullrich said before yanking the screaming woman’s left arm as his colleague restrained her right arm.

An audible snap can be heard in the footage and Ullrich exclaims ‘oh s***’ before Keitz is heard screaming: ‘Oh my god! Oh my god! I think you broke my arm! I think you broke my arm!’

The harrowing incident was captured by body cam footage and acquired by the Atlanta Black Star

According to the outlet, Keitz filed a lawsuit against the officers. It was one of the seven lawsuits against Ullrich in the past four years.

Officer Ullrich’s personnel records, published by the Star, state that he said ‘I violate every policy,’ in a 2014 text chat with other cops.

The cop has a long history of lawsuits against him for abuse of power – a total of seven in the past four years, according to the Star.

In the incident involving Keitz, video shows how the Kentucky woman was restrained, with officers reassuring her they were there to help.

Keitz is heard saying to Ullrich: ‘Take me to jail because of cussing at you?’

He told her: ‘Yes, because you’re yelling and screaming and being an a*****e about it.’

Sean Sinacori, who is seen in Ullrich’s bodycam footage, asked her to turn around to cuff her.

Keitz initially seems to resist, according to the video, but the officers quickly pin her against the side of her truck again.

A visibly pained Keitz then tells the officer she thinks he broke her arm and his demeanor quickly changes.

He asks her to sit down and tries to calm her by letting her know that an ambulance was en route.

She screamed in pain for minutes until the medical staff arrived and asked her what had happened.

Keitz replied ‘ask them,’ in reference to the officers.

The injured woman had a severe fracture and needed 14 staples and a metal rod placed in her arm to correct the damage

She filed a lawsuit against the officers involved.

In the lawsuit, Keitz mentioned that she had already had an interaction with police earlier that day when they questioned her about a neighbor and lawfully barged into her home.

The suit stated: ‘Throughout both encounters, Kathleen was subjected to unjustified aggression, physical intrusion, and egregious abuse of police authority.’

Ullrich has worked for the Covington department for almost 14 years, according to WCPO Cincinnati.

The Daily Mail has reached out to the Covington police department and Keitz for comment.
